The reform of the vehicle registration system aims to achieve universal registration within the province, complete cross provincial mutual recognition by 2028, significantly reduce the threshold for returning vehicles from other provinces and operating cross city branches, and further reduce the cost of cross city car rental for users;
Establish a national lessee credit sharing system, establish a blacklist for dishonest behaviors such as malicious rent arrears, refusal to handle violations, and intentional damage to vehicles, and reduce the risk control losses of leasing enterprises from the source;
Promote the full lifecycle management of vehicles, encourage leasing enterprises to collaborate with OEMs and the second-hand car market, establish a complete chain of procurement operation retirement disposal, and improve asset utilization.
The implementation of policies directly raises the industry entry threshold, and individual small cars without formal registration, incomplete vehicle insurance, and non-standard contracts will be accelerated to be eliminated from the market.
